Briefly, no and no!

In my experience, both neighbor and neighborhood are less specific than that. Sometimes people talk about next-door neighbors, who are adjacent to them. But someone several houses or apartments down also could be considered a neighbor. Some neighbors live closer than other neighbors, yes. These terms can be somewhat subjective.

More often than not (usually), neighbor refers to a person and neighborhood refers to an area.
