Are these forms correct?
1. You have a nice pen ---> Do you have a nice pen?
2. I have been trying so far ----> Have I been trying so far?
3. I will be asking to my teacher -----> Will be asking to my teacher?

I have no problems with the first two (but others might). Number 3 sounds wrong. The word to should not be there.

What is the meaning of "With Regards" when it is written in a letter (mail)?
It's just a standard way of ending a letter. It doesn't really have much meaning at all.
I would only use it for informal letters.
