if you know the number of truly guilty criminals put back on the street by this guy, you'd never believe in the criminal justice system here.

i'm curious about what has been omitted in 'criminals put back'. i think perhaps criminals (who was)put back. but i'm not sure. or put is participle?

plz, help me.
