Propose a cut TO/ON state programs
This is a Preposition Choice questoin.
Quote:
"In response, Mr. Schwarzenegger has proposed $16 billion in cuts, largely to state programs for the poor, like the Healthy Family Program......."
Why use to here? Can I use on in this case? or in?
For instance:
He proposed cuts to programs for the poor...
He proposed cuts on programs for the poor...
