In some articles, I see, for example "Minato Ward in Tokyo" or "JR Chuo Line"(train), etc.
Is it correct to capitalize "ward" and "line," though in Japanese, they are called "Minato-ku" or "JR Chuo-sen(means "line")? Is it wrong if I write "the Minato ward in Tokyo" or "the JR Chuo line" instead?

Use either one - but use it the same way, every time. Don't spell it with a capital W one time and a lower case the next.
