Can I say,

Peter promised Susan to keep the keys.

Peter promised to keep the keys (for Susan).

But the meaning is not exacly the same.

eg

Peter promised Susan to keep the keys (for Vincent). Susan gets the promise. Vincent finally gets the keys.


Peter promised to keep the keys (for Susan). Susan finally gets the keys.
