Your use of the term 'division' suggests that you and the person you are writing to both work in the same company. If so, it seems a little odd to speak of paying for the list.

If you do not work for the same company, there may be issues of privacy involved in supplying/buying names.

2. The research may not begin without written approval from all organisations involved.
