A policy is a written set of rules, guidelines, or course of action. It is not necessarily related to business success in the market.

The school has a dress code policy. All students must wear nice, neat clothes.
Our company has a safety policy. We conduct annual safety inspections, and people must use ladders and other equipment according to rules.
Many state and federal laws require employers to establish anti-discrimination and/or anti-harassment policies to protect their employees.

A business strategy is where the business wants to go in the future, and how to achieve that outcome.

We have a strategy to be the first or second supplier in our sector. We will be the lowest cost producer so that our prices can be the best.

We have a strategy to win by having a top-rated customer service organization.

We have a strategy to have the best-designed products and the fastest delivery times. Price is secondary.
