Pls explain
As the driver approached the fly-over, he went through the barries and carried on up the fly-over, falling off.
I don't understand the underlined sentence, and I can't catch the image.

Dear Qut, It is my opinion that the sentence refers to an unfinished fly-over. A fly-over is high. If it is unfinished, it is a sheer drop at one end.
