Please look at the sentence.

South Korea's president Li xx xx sharply criticized North Korea today for sinking a South Korean warship that killed at least 46 sailors.

----------------------------

I have problem with the use of 'that' to start the clause. Shouldn't it be replaced by ',(comma) which'?

Is my understanding right?

Thank you.

South Korea's president Li xx xx sharply criticized North Korea today for sinking a South Korean warship that killed at least 46 sailors. I have the same problem, but switching to "which" doesn't solve it for me. You're saying that the warship killed the sailors, but it was actually the act of sinking it which killed them.
