Regulated, organized work is required to exist before a tourism industry can exist.
In order for tourism to exist, there must already be a tourist industry, that is, hotels, resorts, restaurants, factories making suitcases and luggage, travel agencies and transportation businesses. These all necessitate an organization with employees doing work.
