I was driving with my friend and I saw somebody raising his hand for a lift. But we didn't stop for him. And after we passed him, I told my friend.''he could/might/may have been a CID''. My question is,'is the sentence correct and are could, might and may exchangeable here meaning almost the same meaning?? Please help.
