In the above is it grammatically correct to say as " one of a select"? If not would appreciate the correct wording.

That doesn't seem the correct placement of the adjective 'select'. I'd say / write "She is one of a few select practitioners who have...".

'one of a select few' is a standard phrase in American English, as 'Hillary Clinton is one of a select few former First Ladies who ran for national political office and lost.'

That seems an unnatural example to me. Normally the 'select few' have privileges that otheres don't. Losing an election is something anyone can do.
