'make fun of someone' is different. That's more like laughing at someone who is different from others in some way, like laughing at someone who limps or someone who has bad complexion or someone who is not very athletic. Making fun of someone can be part of bullying and at its extreme it can be cruel.

'pulling someone's leg' involves words, not actions.
