Past Perfect Tense

Question

It  ........  until the Fourt Dynesty that the most famous pyramids were built. The answer is   '' wasn't ''.  But I thought why it is incorrect if  use '' hadn't been'' .  Can u explain  please?

That doesn't match the past tense in the rest of the sentence.

the most famous pyramids were built

The base sentence from which the cleft sentence (It wasn't until ...) is created is:

The most famous pyramids were not built until the Fourth Dynasty.

This is just a fact about the pyramids. There is no need to mention two times in the past, one farther back than the other, which is what the past perfect (had been) is used for.
