Jack Williams was 16 years old in 1940. He lived with his family in a small house in Leeds. Tom had a job in a factory. He had worked there since he was 14.
it means that he had been working or worked(what is the difference?) for 2 years . Would have been possible to write "he was working there since he was 14"because he was still at the factory in 1940 or as it is a duration you are obliged to use past perfect
