Diabetes ranks as the nation's third leading cause of death, surpassed only by heart disease and cancer .

Should this sentence not be in passive ? Sounds as if Diabetes ranks itself.....

Diabetes is ranked as the nation's third leading cause of death, surpassed only by heart disease and cancer .

Diabetes has been ranked as the nation's third leading cause of death, surpassed only by heart disease and cancer .

What is the difference between is ranked/ has been ranked? Is there any shift on emphasis?
