To indicate the activity in which the participation applies, use "in".

participation in sports, participation in charity work, participation in political fund-raising

"to" can occur after "participation" by accident, because of other things in the sentence. It may be the "to" of an infinitive of purpose. In that case you can paraphrase with "in order to". There is no real connection between "participation" and "to".

Australia has always relied on substantial foreign participation | (in order) to capitalize on its mineral wealth.
Active participation | (in order) to resolve production issues with business partners | is a critical part of the job.
It selects patients it regards as eligible for participation | (in order) to find out how well the medicine will perform.

"to" can also occur like that if the "to" is governed by a verb that occurs earlier in the sentence. In this case again, there is no connection between "participation" and "to".
