Outgoingness is not a natural construct. Well, it's not a word in my dictionary.
However, it does seem to me to be a natural way to construct a word from 'outgoing'. Consider 'red - redness', 'foolish - foolishness', for example. It makes a word that is easy to understand, and which I'm sure I've heard on many occasions
