otherwise

The formulary lists the drugs provided by public hospitals at the subsidised rate of HK$10 per item for six months. Other drugs, including the more expensive and experimental cancer drugs, have to be financed by the patients themselves. But part of the non-standard drugs can be covered by a safety net, a programme provided for patients who cannot otherwise afford the drugs.

Q: Wha't the meaning of otherwise here? Any affect if crossing out otherwise?
