order of adjective????

((1st of all Eng is not my first language and I am still a learner))

How to determine the order of adjectives??

For example, we would say -- stupid young man...beautiful white girl...
I don't hear people say --- young stupid man or white beautiful girl...

1. what is the rule of putting the order of adjectives??

Another question is

We say ''He is a stupid young man...."
but we will not say ''He is a stupid and young man''

and we will not say ''She is a beautiful and white girl''

But I notice we will say

He is a responsible AND nice teacher

It looks like we will NOT say " He is a responsible nice teacher..."

Second question is ---- why sometimes AND is used and why sometimes it is not???
