Odd preposition

This is from The Thaiger: "Since the reopening scheme started on July 1, more than 24,000 people have have entered Phuket under the scheme. Only 73 of them have tested positive for Covid-19 after arriving to the island."

Cool Breeze What is your opinion about the preposition? Very odd. Some (maybe half) of the few citations for "to" are not a location.
