I'm not too sure about the "tick" symbol before the 3, it looks similar to the square root symbol.

If the symbol was in the middle of the equals sign, then it would be the "not equal to" sign.

So i guess then 2+2 would not be equal to 3.

Well, sq root of 3 = 2^0 + 2^1. Am I onto something there? Is this in the tertiary number system, or whatever this is called? Hazarding a guess...
