I've seen that movie twice in the last year. - how is in the last year an unfinished time word?

I've seen that movie twice this year.

Both sentences are correct.

Side note: "Last year" and "in the last year" are very different in meaning. "Last year" means the year before now, and it is considered a specific time which requires Simple Past.
