Hi, What is the meaning of this case is a loser in the following text?

"We have given you a number,(two million dollars)" Wes replied. "Do you have a counteroffer?"

"Look, this is really simple. Littun Casualty is very good at cutting its losses, and this case is a loser. My authority to settle is $1 million. Not a penny more...."

With no context, this appears to be two lawyers talking: a lawyer, named Wes, for an injured person, and a lawyer for the insurance company involved in the suit by the injured person.

Wes: "We've given you a number to settle the case for, 2 million. Do you have another number to settle the case for (hopefully a number not much less than 2 million)?"

Insurance Co. lawyer: "Look, the situation is simple. We (Litton Casualty Insurance Co.) know we will almost certainly lose the case ("this case is a loser"), and are willing to "cut our losses" and settle (Litton is very good at this type of settling). But I'm allowed to settle for only 1 million, not your 2 million offer. (Litton is hoping you're sensible enough to take the 1 million offered - most people would - thereby avoiding a lengthy and expensive trial. If we go to trial, you're likely to win, but the company will put up a hard, dirt-slinging fight and there is the possibility that in the end the jury will award less than 1 million. So we think you're a sensible lawyer and will take the 1 million.)
