Hi

This is tricky and I'm not an expert. Here are a few clues:

- It was hot: I bought an ice-cream

- It was hot: I would have to sell the diamond abroad

Although these two sentences start off in a superficially similar way, the sentence beginnings have almost nothing in common when you try to understand them or translate them. Nevertheless, a fluent English speaker will understand both

One way of analysing that is to look at the ties of meaning in the sentences. Maybe something like:

-- Ice-cream => Cold => Eaten in hot weather => "It was hot" (common English way of saying that the weather was hot)

-- Selling valuable thing abroad => disposal of stolen goods => "It was hot" (English slang when saying that something has been stolen)

These kinds of connection may be available in a dictionary; or they might exist, at least, as shared ideas in the minds of the speaker and hearer

In using such relationships of meaning I am giving you a particular linguistic theory or, as your writer has said ...

- Since this relation obtains through meaning, one is concerned with the set of meaning relations that function in this way

(I've changed the use of "concern" slightly but that's just me - it's a minor point)

If a translator failed to understand how "It is hot" functions in each sentence, they would mistranslate. We could explain the mistake along the lines that I've sketched out above. So:

- Analysing cohesive ties can be an apparatus for assessing translation

And I think your third sentence can be understood in the sense of: by showing you the links of meaning that are relevant in each sentence, I have revealed to you how good translation or mistranslation might come about
