Can I say,
Suddenly, Peter slipped and fell in the river. He shouted for help.
(a) Luckily, a young man was jogging near the river. he came to save Peter.
(b) Luckily, a young man was passing by (the river) / a young man passed by. He came to save Peter.
(c) Luckily, there was a young man passing by. He jumped to save Peter.
