Similarly, it is important to say what such laws are not designed to do, and have not done anywhere they have been implemented

does "if any" mean the behavior or people?

could someone translate the sencond sentence, I just don't get it!!

It means that very few of Australians " if there is any " wish to see such violence .. etc
I think the phrase " few if any " means " very few " or " if any at all ".

Let me explain by giving another example,

"It's important to mention the implementation of the seven principles, and the impacts of such changes on learning outcomes anywhere they have been implemented."

As for your sentence,
It's important to say (what's certain laws are set "not to do" ) and ( what these laws have " not done" at any place they have been implemented )

Implementing a policy/plan decision : to take action or make changes that you have officially decided should happen.
