Logic matter

Ethnic hatred has led to violence, murder, and behavior that few, if any, Australians would wish to see here.

Similarly, it is important to say what such laws are not designed to do, and have not done anywhere they have been implemented



does "if any" mean the behavior or people?

could someone translate the sencond sentence, I just don't get it!!
