I'd like to know if the adverb "later" modifies an adverbial phrase "less than a year" and if "of" means "made up of."

It's more the other way round: "less than a year" modifies "later" (tells us how much later). "of" is just the "of" used after quantities: "two pints of milk", "a handful of coins". I wouldn't say it quite means "made up of".
