Not exactly. It says that he seemed to be right at some time in the past, but it says nothing about what happened after that. To say that what seemed true before was no longer true later, you would have to add words to that effect.

In other words, it could go either way.

It seemed he was right, and it turned out that he really was.
It seemed he was right, but it turned out that he was wrong.
