it said?

It said that a few people have been victims more than once and great anger is over the victims even that some families were completely destroyed after a dog attack.

Is it right?

" is correct if "It" refers to a newspaper, written report, or similar. "great anger is over the victims" is incorrect, and the sentence loses its structure towards the end. At minimum some punctuation is needed.
