It raises the question: What is art about? Is it the work, or what we say and feel about it, that is most important?

I saw this in a textbook and it explains it is 'it that cleft sentence' but I still have failed to analyze the structure of those sentences, especially 'that is most important?' Could you help me out again?

You can work out the structure of the question form if you start with the affirmative form. It is the work that is most important. It is what we say and feel about it that is most important.

Combine with 'or' and make a question and you'll have the text you quoted. I'm sure you can do those steps on your own.
