Recently I did an announcement the best student of mine. During the announcement I said the best student is going to be... Does that sound correct? Or I should've just said the best student is...

It would be better to use the present in this situation. The best student is Maria Chavez. What you said isn't a huge mistake in as much as it builds a little suspense in the actual naming, which I think might be the reason you said it like that.
