Should the following sentence contain the word is or are?

The upgrade is to the telecommunications infrastructure which will "speed" up business.

Should I use a different word to describe the upgrade?

The word 'upgrade' is fine. The word 'maneuverbility' is not. It sounds like people can run around your office faster.
