Is this sentence correct? (I think not)

I've been asked to proofread a bunch of documents to assess the translating qualities of different people.
One of the people wrote the following:
""the agreement stipulates that procedures must be used that guarantee the origin and integrity of the data are authentic"
I think that this is incorrect, to me, either a "that" is missing ("used that guarantee that the origin and integrity of the data are authentic") or a "to" should be used ("used to guarantee that the origin and integrity...")?
Am I correct or is the original wording acceptable?

I think the "that" between "guarantee" and "the origin" is implied, but it makes the sentence weird, it's better to write it.
