is this sentence correct?

Base on our company policy, we will issue you the transferable LC if the payment term is at sight which have advised you on November 10. Please refer to the attached email to refresh your memory

I can only guess this is what you wanted to say,

"Based on our company policy, we will issue the transferable LC to you once the payment term is at sight, as you were advised on 10th November. Please find attached email for your reference."
