Is this correct?
My teacher said that she had left his textbook in the staff room and went back for it. I was waiting for 10 minutes, but he didn’t come back.

"I was waiting" is not definitely wrong, but "I waited" seems more likely here.
"she ... his ... he" is a bit confusing. You may be talking about different people I guess, but perhaps the first "she" should be "he"?
