If 'infrastructure' means 'foundation' then why is often used to refer to 'buildings'?

It all depends on your point of view - what's important to you . If you're a city manager, then all of the basic structures required to make things work would be called infrastructure . (highways, bridges, watermains, airport runways, electrical and gas distribution systems.
