Incredible as it seems

1. As incredible as it seems, I have always been a Democrat at heart.
2. Incredible as it seems, I have always been a democrat at heart.
Which sentence is grammatically correct ?
I read somewhere that in such structures the first "as" is omitted.

The "as" is optional. I find its omission a bit casual.

Adding the "may" seems to make the first "as" less necessary:
Incredible as it may seem, etc.
