I really don't understand this senten, espcially the underlined: I wish to protest in the strongest possible terms about the awful facilities at the station.

You want to jump up and down and beat your chest and scream and holler, and even swear - if that's allowed.

In this case, I think "terms" refers to more than words.
It might be an implied threat to take whatever other action is necessary to get the attention of the person in charge.

We don't know exactly what the strongest possible terms may be in a given case,
but you know the guy is going to give it his best shot.

It's generally understood to mean strongest possible within the law.
That is, we're not talking about vandalism and assault.

In some cases it may be only a tempest in a teapot.

"The awful facilities" probably refers to dirty restrooms, no toilet paper, no towels, no soap,
the comode is backed up, there's no hot water, the door locks don't work, the light bulb is burned out, etc.
