I'm Confused Need help with this?

“What do you think of this?
1 I’ve never been so scared as to scream like that.”
I think it's understandable, but I would never say it. "as to" is not that commonly used in comparison to other expressions.
But if the above sentence is not something you'd say,
How come these are correct?
1 Are you so arrogant as to put yourself before 6 million people.
2 Would you be so arrogant as to put....
3 How could you be so stupid as to do that?
