These two are fine.

Tom is thankful to Mary This means he wants to say 'thank you' to Mary for something.

Tom is thankful for Mary This means he wants to say 'thank you' to whoever provided him with Mary eg Mary's parents, or the doctor who saved Mary's life, or *** who allowed him to find Mary.
