First you give a book a title and then you publish it.

Then, in 1879, another innovative book was published, ~~given the~~ with the title 'How To Prolong Life'; it was written by ~~the~~ Doctor Charles De Lacy Evans.

Then in 1879 another innovative book was published, given the title 'How To Prolong Life'; it was written by the doctor Charles De Lacy Evans. Omitting the commas around 'in 1879' is OK, because it's a short phrase.
My other edits above also apply here.

Then, in 1879, another innovative book was published; given the title 'How To Prolong Life', it was written by ~~the~~ Doctor Charles De Lacy Evans.

Of these three, I prefer #3.
