Modals are one kind of auxiliary.

A modal verb (also modal, modal auxiliary verb, modal auxiliary) is a type of auxiliary verb that is used to indicate modality – that is, likelihood, ability, permission, and obligation. Examples include the English verbs can/could, may/might, must, will/would, and shall/should.

An auxiliary verb is a verb that adds functional or grammatical meaning to the clause in which it appears—for example, to express tense, aspect, modality, voice, emphasis, etc. Auxiliary verbs are also called helping verbs, helper verbs, or (verbal) auxiliaries. A list of verbs that (can) function as auxiliaries in English is as follows: be (am, are, is, was, were, being, been), can, could, dare, do (does, did), have (has, had, having), may, might, must, need, ought, shall, should, will, would.

Modals are auxiliaries.

The primary auxiliaries are:

BE - which is used in the construction of the progressive aspect and passive voice.
HAVE - which is used in the construction of the perfect aspect.
DO - which is used in the construction of the negative, interrogative and emphatic forms.

The core modal auxiliaries/modals are can, could, may, might, must, shall, should, will and would. These do not add -s in the third person singular form, have no progressive form, have emphatic, negative and emphatic forms without using auxiliary DO.

DARE and NEED can function as modals sometimes, in which case they have the same characteristics as the core modals. They can also function as lexical verbs in which case they have the characteristics of lexical verbs:

He needn't go. - modal
He needs to go. - lexical
He doesn't need to go. - lexical.
