How to write a cover letter stating about late submission of transcript?

hi,

I want to apply a gov' job which requires a copy of transcript of studies, but my transcript application is still proceeded and needs 2 months to complete.

the transcript will be posted after September.

How should i write a cover letter to let the gov' recruitment unit accept my job application?

Is it appropriate to write in this way? THX a lot!!

Dear Sir/Madam,

I am sorry that my transcript enclosed is not the latest version, without the academic results of last few semesters. My new transcript application is on the process and would take 1-2 months to complete. New transcript will be deliveried after September. Would I request a permission for submitting a full version of transcript later?
