I don't think you can be subject to a hazard. You can be subject to the damage a hazard brings when it hits. There are about 871,000 google hits for "subject to hazards", but I read a couple of pages of them, and they all sound like inept attempts to be concise by people who don't have the vocabulary to say what they mean. The farmers are still subject to poisoning or they still face hazards.
