Is the phrase "have bats in the belfry" in use?   whimsicality  = idea to have bats in the belfry

A tentative yes to this one.  Not used much but it means that someone is a bit eccentric, slightly mad, a bit potty...

I'd say it's dying out.  It was probably more used 50 years ago.
