There's no main verb, therefore this is not a sentence.

The Brooklyn Bridge collapsed. "The Brooklyn Bridge" is the subject; "collapsed" is the verb.

(This is a sentence, having a single clause.)

Both clauses in your example are relative clauses, not independent clauses:

which was built etc.

who perfected etc.

Also, both of these relative clauses should be set off by commas to make them non-restrictive.

"The bridge was built by John" is a complete sentence.

"John perfected the bridge" is a complete sentence.

A relative clause cannot stand alone as a sentence.

"Which was built in 1850" is not a sentence.

"Who perfected the bridge" is not a sentence.

A sentence needs at least one independent clause.

The relative clauses here are just modifiers.

What you have is like saying, "The bridge, which John built, who died." So what about the bridge??
