What exactly is difference between "I've been up to Italy three times." and "I've been to Italy three times." ?

why have we used "up" in first sentence?

We occasionally and rather idiomatically say 'up to' when we are talking about going somewhere important,

eg up to London

or when we are taking about going to somewh
