Yes, more or less.

Think of it in three stages.

1) Things are tough. (state at an earlier point in time)
2) Things become tougher. (action over the course of some time)
3) Things are tougher. (state at a later point in time)

Your first sentence (with 'get') focuses on the action in stage 2) above.
You second sentence (with 'be') focuses on the state arrived at in stage 3) above.
